Keyword clustering tool: group keywords by intent and build one page per cluster

, SEO · Updated

A keyword clustering tool groups keywords that mean the same thing and share a search intent, so you can build one page for each group instead of one page per keyword. XeoRank does this as part of keyword research: you start a session from a seed topic or a URL, the keywords come back grouped into clusters by semantic similarity and intent, and you save the clusters you want and track them as the brand's keywords.

What keyword clustering is

Search engines rank pages, not keywords. One good page on writing a freelance invoice can rank for "how to invoice as a freelancer", "what to put on a freelance invoice" and many other phrasings, because each searcher wants the same answer.

Clustering makes that explicit. You group the keywords a single page could satisfy and give each group a name, an intent and a page. The keyword list becomes a content plan.

Why cluster: one page per cluster

The rule that comes out of clustering is short: one cluster, one page.

It prevents keyword cannibalization. Separate pages for "freelance invoice template" and "invoice template for freelancers" compete for the same searches and split the links one page would have collected.

It keeps each page to one intent. Someone comparing tools and someone ready to buy want different pages, even when their keywords share words.

It makes tracking meaningful. A cluster's average position tells you whether a topic is moving; one keyword's position tells you about that keyword.

How keyword clustering works in XeoRank

  1. Start a keyword research session from a seed topic, such as "invoicing software for freelancers", or from a URL, such as your product page or a competitor's.
  2. Ask the research assistant for keyword ideas. It suggests keywords in a chat and returns real monthly search volumes from our search data for any keyword you put in double quotes. For example, our check put "keyword clustering tool" at 720 searches a month (US, October 2026).
  3. Read the clusters. XeoRank groups the session's keywords by semantic similarity and search intent, and labels each cluster informational, commercial, transactional or navigational.
  4. Save the clusters you want to act on. Skip the ones you will not build a page for.
  5. Promote saved clusters into the brand's tracked keywords. Each keyword keeps its cluster name, its intent and the session it came from, so months later you can still see why it is on the list.
  6. Open the funnel view. It shows how many tracked keywords sit in each stage, the total search volume, your average position, the top opportunities (high volume, not ranking yet) and a breakdown by cluster.
  7. Track rankings against the country or city and the device your buyers use (live rank checks are on Pro and above).

If the site already gets search traffic, you can seed tracked keywords from the top queries it already gets in Google Search Console, in one step. Content gap analysis then shows topics your rivals cover that your ranking pages do not, which is often where the next cluster comes from.

You can run the flow in the XeoRank dashboard, or from Claude, ChatGPT or Cursor through the XeoRank MCP server. See SEO with Claude for the setup.

Intent and funnel stage

Intent labels and funnel stages usually line up like this:

Funnel stageWhat the searcher is doingIntent you usually see
TOFUBecoming aware of a problem or topicInformational
MOFUEvaluating and comparing optionsCommercial
BOFUReady to buy or take an actionTransactional

Navigational keywords, such as your brand name plus "login", mostly point at pages you already have.

Aim for 5 to 15 clusters per brand. Each one is a page you commit to build and keep current.

A worked example (illustrative)

The keywords below are illustrative, written for this page for a company that sells invoicing software to freelancers. They are not from a real session, so the table carries no search volumes.

ClusterExample keywordsIntentFunnel stagePage to build
Writing a freelance invoicehow to invoice as a freelancer, what to put on a freelance invoice, freelance invoice exampleInformationalTOFUGuide: how to write a freelance invoice
Getting paid on timehow to ask a client for payment, late payment email to a client, can freelancers charge late feesInformationalTOFUGuide: how to get paid on time
Choosing invoicing softwareinvoicing software for freelancers, invoicing app for self-employed people, invoice software comparisonCommercialMOFUComparison of invoicing tools
Alternatives to Competitor ACompetitor A alternative, apps like Competitor A, cheaper than Competitor ACommercialMOFUOne alternatives page for Competitor A
Signing upinvoicing software free trial, invoicing app pricing, invoicing software monthly planTransactionalBOFUPricing page with the trial offer

The two TOFU clusters share words like "client" and "invoice" but answer different questions, so they get separate guides. The comparison and sign-up clusters both mention software, but one searcher is still choosing and the other has chosen, so they need different pages.

How to choose a keyword clustering tool

Start from the job. If you have a large keyword export to group in one pass, look for a bulk clustering tool built around file uploads. XeoRank is not built for that.

If you are planning pages for one brand, or for each client brand at an agency, ask:

  • How does it group keywords? Some tools group keywords whose search results overlap; others group by meaning. Test any tool on keywords you know well. XeoRank groups by semantic similarity and search intent.
  • Where do the volumes come from, and for which country? A cluster is worth a page only if there is demand in the market you sell to.
  • Does it label intent? Without labels you decide by hand which clusters become guides, comparisons or pricing pages.
  • What happens after the clusters? Check whether the tool carries clusters into rank tracking or leaves you copying keywords into another product.
  • Does it start from what you already rank for? Seeding from Search Console begins the plan with real queries.
  • Can your AI assistant use it? A tool with an MCP server lets Claude or ChatGPT run the research and read the results directly.

What XeoRank does not do

  • It is not a bulk CSV clustering engine. Clustering is built for research sessions and the brand's tracked keyword set.
  • It does not hand you a finished plan. Read each cluster before you build; if two keywords clearly need different answers, plan them as separate pages.
  • It does not decide your positioning. Which clusters deserve a page for your business is still your call.

What it costs

Keyword research costs 5 credits per message, and rank tracking costs 20 credits per keyword per check, according to the pricing page. Starter is $19 a month for one site, with a 14-day free trial and no card to start. Pro is $49 per site a month and adds live rank checks. Growth is $109 per site a month. Every plan includes MCP and API access.

Questions

What is a keyword clustering tool?
A keyword clustering tool groups keywords that share a meaning and a search intent, so one page can target the whole group instead of one keyword at a time. In XeoRank, clustering happens inside a keyword research session: keywords are grouped by semantic similarity and search intent, and each cluster gets an intent label.
How does XeoRank decide which keywords belong in a cluster?
XeoRank groups the keywords in a research session by semantic similarity and search intent. Each cluster is labeled informational, commercial, transactional or navigational, and the funnel view places tracked keywords in TOFU (awareness), MOFU (evaluation and comparison) or BOFU (purchase and action).
How many keyword clusters should one brand have?
Aim for 5 to 15 clusters per brand in XeoRank. Each cluster should map to one page you already have or will build, so the cluster count is also the number of pages you are committing to write and keep current.
Can XeoRank cluster a large keyword export from a CSV file?
XeoRank's keyword clustering is built for research sessions and the keywords a brand tracks, not as a bulk CSV clustering engine. If you need to cluster a very large keyword export in one pass, use a dedicated bulk clustering tool; XeoRank is for turning research into pages and tracked rankings.
How much does keyword clustering cost in XeoRank?
Clustering is part of keyword research, which costs 5 credits per research message on the XeoRank pricing page. Tracking the resulting keywords costs 20 credits per keyword per check. Plans start with Starter at $19 a month for one site, with a 14-day free trial and no card to start.
